Community Stadium

Find out more about this new proposal.

From Friday 17th September everything connected with the proposal for new sporting and leisure facilities can be viewed online at www.wycombe.gov.uk/communitystadium  as well as the WDC offices in High Wycombe, Marlow and Princes Risborough and at any library in the district. An exhibition can be viewed in Wycombe Library on Saturday 25th September from 10am – 4pm and a discussion forum is being held on Thursday 30th September from 7 – 9pm at the King’s Centre, Desborough Road and Thursday 12th October from 7 – 9pm at The Town Hall.

Things are really starting to take shape..........

We have a Circus skills workshop as well as 24 stalls including Fairtrade goods, local crafts, nail art, face painting, bric a brac, books, toys, Usborne books, tombola, Guess the weight of the Cake, Treasure Map, Coconut shy, Bouncy Castle and lots more.

Display of static vehicles, entertainment from West Wycombe Brass Band, West Wycombe Combined School and Katy Clown.

All we need is the sun to shine – Make a date for your diary – Saturday 11th September 12 noon

Don’t forget the children competitions – making a funny animal from vegetable and a plate garden using a plate between 25 – 30cm. Bring  your entries along on the day – open to children aged 3 – 14 years. Put your name, age, address and telephone number on a card with each entry.

Food and drink will also be available.

Fatal Traffic Accident - West Wycombe

Update

Everyone in our Parish will be aware that on 2nd June there was a fatal traffic accident in West Wycombe High Street. The junction with Chorley Road has been the site of several accidents and the Parish Council has worked with Bucks County Council in the past to seek solutions to the problem – the biggest problem being bad drivers which is very challenging to deal with. The Parish Council will continue to pursue options which may help to make the road safer for everyone.

Fatal Accident - A40 - West Wycombe

This email was sent to County Councillors, District Councillors, BCC Road Safety Team, Bucks CC Highways Department and members of Thames Valley Police at 14.21 hours on the day of the fatal accident in West Wycombe. As you can tell from the content, at that time we did not know it was the grandmother who had been killed. The Parish Council will continue to pursue this, and as you will have read in the Annual Report issued to all homes in West Wycombe, we have been working with Bucks County Council on the subject prior to last week’s incident.

Dear all,

Cllr Vicki Smith and myself have just witnessed the most appalling aftermath of an accident caused by a car travelling too fast from Piddington and knocking a mother and two children over. Three air ambulances have been involved and we witnessed the mother having resuscitation and now know that she has died and the little girl is very serious. The driver was taken away by the police in handcuffs. The family came from another part of Wycombe – this does not lessen the tragedy we can only be thankful that our community is not having to deal with a tragedy although many residents and workmen were involved in the initial stages and have been deeply affected by what they witnessed.

As you all know, this bend has been the site of many accidents – the one previous to this caused £40,000 worth of damage to a home. Bucks County Council and I had a recent site visit and more black and white bollards are going to be placed on the triangle at the junction, however other than a warning this does not physically stop speeding motorists. We know there are reasons for not putting barriers up etc on the junction as they can act as a launch pad for a speeding car.

The Parish Council totally accepts that the cause is always bad driving , however as a Parish Council we would not be looking after our community as well as the many tourists who come to this parish if we did not now look at alternative solutions to deal with the bad drivers. They ignore the speed limit, the SLOW sign and the lines painted on the road  as well as the bollards– we need to create a physical way of slowing them down. We have an extremely active Travel Plan with an extremely large number of children walking to school with their parents and we must consider this. This accident happened at 11am on a lovely sunny morning – not a night time driver or bad weather.

When we have looked at this before Thames Valley Police have always been on the side of the car/lorry drivers as the A40 is the official escape road for the M40 – this in itself causes the village huge pollution and safety problems. We will now want to push for a revision on this view.
Beaconsfield Old Town and Marlow Bridge have restrictors – this would deter lorries and also make car drivers slow down thereby approaching the village at a safe speed. If a releasable restrictor was installed the police could come and remove it when the motorway was closed and then actually help with traffic control .

Other more immediate actions could by a  flashing speed Slow down sign and a much more radical idea would be to create a roundabout at the Chorley road junction.

We acknowledge that finances are tight but something has to be done and as a Parish Council we will pursue this.

On a more trivial note we are still waiting for lighting column to be replaced from the previous accident and another one of the lighting columns was last seen under the front wheels of the car.

West Wycombe village is currently closed to all traffic.

Vacancy

We need a new Parish Councillor

We would like to thank Ailsa Harris for her hard work as a Parish Councillor for Wets Wycombe, with her resignation due to her imminent move to another part of the Chilterns, we now have a vacancy to fill.

The Parish Council is one of only two in the Wycombe District Council area which has achieved Quality Status. We are exceedingly proactive and work hard as a team to improve the surroundings and quality life for our residents.

We meet once a month – usually the second Thursday – at 8pm in The Church Room. The meetings normally last an hour and a half and then there are the occasional training sessions and attendance at Bucks County Council or Wycombe District Council meetings as a representative of the parish.

It is an entirely voluntary role and if you would like to know more about what is involved please contact the Parish Clerk or speak to any of the current Councillors.

Chiltern Society Press Prelease

A walk a day on the Chiltern Way! 29 May to 13 June 2010

The Chiltern Way Walking Festival celebrates the 10th anniversary of the Chiltern Way. It offers a wide range of walks to suit all ages and abilities and aims to encourage more people to walk the Chiltern Way.


From 29 May - 13 June we are offering “A walk a day on the Chiltern Way” – these walks are designed to suit all ages and many will be themed walks with an opportunity to learn more about the Chilterns or explore a local attraction as part of the walk (see programme for details).
Some examples of the walks on offer during “A walk a day on the Chiltern Way”
·         Combine a walk on the Chiltern Way with a visit to the Chiltern Open Air Museum (30 May)
·         Combine a local nature walk with a visit to Lacey Green Windmill (31 May)
.         Learn more about flora of the Chilterns on a walk lead by local author , Gay Fallows (3 June)
·         Have a go at Nordic walking on the Chiltern Way (4 June)
All the walks are FREE and open to the public - All are welcome
We hope that many people will take advantage of the warmer weather to come and join in.


There are over 60 guided walks on offer during the whole Walking Festival which runs from May to October 2010, in Bedfordshire, Buckinghamshire, Hertfordshire and Oxfordshire. These range from shorter walks taking a couple of hours, themed walks combined with a visit to a local attraction and day walks covering 10 - 13 miles. A walk a day on the Chiltern way is being promoted as part of the COUNTRYSIDE 2010 Fortnight of Discovery.

activities taking place throughout the countryside of South East England
from 29th May to 13 June. Choices include taster sessions for new hobbies
and sports, tours, tastings and special open days, boat rides and cycle
rides, gardens and guided walks galore and more. Many activities are free,
or offer a discount to mark this promotion.

Background information about the Chiltern Way


The Chiltern Way is a circular walking route of around 200 km (125 miles) and there are now three optional extensions taking the total route to a maximum of 278 km (172 miles). It is a wandering, varied and mostly rural way stretching around the Chilterns Area of Outstanding Natural Beauty and passing through many pretty Chiltern villages.
The Chiltern Way was set up by volunteers as the Chiltern Society’s millennium project. The plan was to create a long distance path around the Chilterns, to encourage more people to enjoy walking, both local people living around the Chilterns and those who travel out from the London area. The route goes from Hemel Hempstead, Chalfont St Giles, the edge of Marlow, Hambleden, Bix Bottom, Ewelme, the Ridgeway, Stokenchurch, Great Hampden, Aldbury, Dunstable Downs, Sharpenhoe Clappers to Harpenden and back to Hemel Hempstead. Ten years on the footpath is now enjoyed by thousands of walkers each year.

Scrap Metal

Price increases leading to increased levels of theft.

With prices rising for scrap metal we are starting to see an increase in thefts of such from skips, peoples front gardens, industrial premises & even manhole covers are being lifted from roads.

Doorstep Selling Warning

New information, warning and advice from Thames Valley Police

This report demonstrates how co-operation between Neighbourhood Watch and the authorities can help prevent crime. 

During the evening of Thursday, 22nd April, a Neighbourhood Watch Co-ordinator phoned Geoff Pegg, Chairman of Wycombe District Neighbourhood Watch Association, to seek his advice regarding his elderly father who had responded to a leaflet put through the father's door from a business offering to do paving and landscaping. 

The father had asked that organisation to do some work for him and he had accepted a verbal quotation of £8,400, which was very quickly changed to £18,400. Furthermore, he had paid a cash deposit of £5,000 and the work had already started. This involved paving a drive, paving a path behind the house, and building a brick wall. 

Geoff Pegg felt that the father had probably been grossly overcharged and he urged the son to phone the police without delay and then to phone Consumer Direct (Trading Standards) immediately afterwards. 

This was done and, the next morning, both the police and Trading Standards arrived at the father's house. 

The public need to take steps to ensure they are not victims of doorstep crime. Doorstep selling, also known as cold calling is when someone comes to your door without prior arrangement, or you receive an unsolicited leaflet, and they then try (often persistently) to sell you something. Visits to your home to follow up a cold call telephone call, where the visitor then tries to sell to you, are also covered by the same rules. 

Cold callers include, amongst others: 

- Driveway contractors

- Roofing contractors

- Burglar alarm sellers

- Double glazing sellers 

If you are unexpectedly subjected to a sales pitch at home, the law protects you if you purchase, provided the contract you enter into is for more than £35. 

What you can do: 

- Never let an uninvited tradesman into your home.

- Think carefully before entering into any agreement either written or verbal.

- Check the internet; see if the company is known.  MoneySavingsExpert.com has forums that may give information about various companies.

- Get at least three separate written quotations.

- Only use companies that have been recommended by a friend or relative.

- If you hear about a rogue caller, tell everyone you know especially the elderly or vulnerable.

- Say no. In the cold light of day, your purchase will look less of a bargain and may be of substandard workmanship.

Car Sales Business - West Wycombe Road

Current situation

Wycombe District Council will be or may have already placed an enforcement notice on the Car Sales business along the West Wycombe Road which will prevent them from further trading. We have also received a retrospective planning application for the green fencing which the Parish Council has objected to, however if granted we would insist that the hedge is replaced.

We also have several street lights and a belisher beacon not working – they have all been reported for quite a long time, these too can be reported on the above number and further reports may make the repairs happen a bit quicker than at present.

Play Area - Pedestal Playing Field - UPDATE

More and more groups have now agreed to take part at our fundraising event on Saturday 11th September.

In addition to the Hithercroft Football Club and Thames Valley Police we've also had pledges of help from West Wycombe Brass Band who have agreed to provide some of the entertainment; the School, the Toddler Group, the Women’s Institute, West Wycombe Chamber Choir, West Wycombe Community Library and the Church have all asked to have a stall and to be involved.

But we still need more help.

If you have skills or contacts for First Aid, marquees, Public Announcement equipment and would like to be involved either as an individual or as part of group we would love to hear from you.

Quality Parish Council - Re-Acreditation

At the March meeting the Chairman and Vice Chairman of the Bucks Association of Local Councils presented the Parish Council with a re-accreditation certificate for being a ‘Quality Parish Council’.

There are only two in the Wycombe District Council area and 17 in the whole of Bucks. To be awarded this recognition a portfolio had to be submitted showing that we met the stringent standards set.

We had to show that all our finances are accurate and transparent, we have a fully qualified Clerk, that we meet at least 12 times a year and the meetings are well run and efficient, that Councillors regularly attend training sessions and that we have adopted the Standard Terms and Conditions of Employment, that we communicate well and regularly with our residents and have a good website, produce an Annual Report, and most importantly, at least  two thirds of our Councillors stood for election – in our case a 100% of ours stood for Election,.

Quality Councils have a greater say and control over their work and finances and can take on some of the functions of either District or County Councils if appropriate

Thames Valley Police Neighbourhood update.

March 2010 update for Stokenchurch, Lane End, Piddington and West Wycombe is given by PC Danny O’Driscoll.

ANTI SOCIAL BEHAVIOUR
This month has seen an increase in reports of Anti Social Behaviour in the village of Lane End. In particular on the High Street in the area of the Osbourne Arms Public House. The team have received numerous reports of fights taking place in the early hours of the morning out in the street when customers leave the pub, as well as loud and abusive behaviour by customers standing out the front of the pub. The licensing officer from High Wycombe Police station and also an officer from the council have been made aware of the concern and are tackling the problem. The noise pollution team are also aware. Patrols are to be stepped up in the area and all residents have been given anti social behaviour logs.

Other than in the area of the Osbourne Arms Public house there does not appear to be an anti social behaviour problem on the area. There have been no reports of any anti social behaviour in Piddington, West Wycombe, Radnage or Studley Green.

There have been an increase in reports of criminal damage offences committed in Stokenchurch over the past month. A number of reports have been made of youths throwing eggs at houses.

SPEEDING
A speed indication device is now available to be used again on the area. The team will be deploying this over the next month. The community speeding van has been deployed on the A40 through Piddington on numerous occasions due to persistent problems.

The Marlow Road in Stokenchurch and Finings Road in Lane End continue to be a priority at this time with regards to speed enforcement.

PARKING
There appears to be a parking problem on the High Street in Lane End. Officers have noticed an increase in vehicles parking on the path way adjacent to the pond, completely blocking the path. Officers will be targeting this over the next month.

NEIGHBOURHOOD  ACTION GROUP (NAG)
At the last Neighbourhood Action Group meeting members discussed the best ways to advertise the forth coming have your say meetings. The group have decided that these meetings will possibly be a good way of consulting with the public as to what the priorities for the neighbourhood are.

The group are to be involved in the opening of the Multi use games area that has recently been built in Stokenchurch. This is to coincide with the fun day in stokenchurch that PCSO LING organises every year. The date for this is pencilled in for 24th April 2010.

PARTNERSHIP WORKING
The team have been working alongside Bucks Fire at Marlow Fire Station. Bucks fire are currently running an emergency services course for youths from the local area.

MISCELLANEOUS
Operation Goldfish ran throughout the neighbourhood from the 3rd February to 5th February. The team was targeting burglary and auto crime in and around the area. The operation had a number of officers patrolling the area and for three days had no reported burglaries in the area. There was one reported theft from vehicle although there were no burglary or auto crime offences in the weekend following the operation. 

A local man was arrested and charged with a Burglary Dwelling at Grey’s Dormer, Thorne Road, Lane End on 03/02/10 for an offence committed on 18/09/09 

A local man was arrested and charged with a Burglary Non Dwelling at the Grove Equitation Centre, Lane End Road, Lane End on 03/02/10 for an offence committed on 15/08/09. 

A man from Lane End was charged with driving whilst over the prescribed limit after being stopped driving through the village. He was also found to be in possession of cocaine.

Refuse and Recycling Collections

For those residents in the Parish who have recently received a letter from Wycombe District Council.

The new paper and plastics collections will commence on Friday 26th March – please note that the existing regular collections for these items will continue until March 15th  and then it will be on Friday 26th March and continue as per the letter. The regular refuse collections have not changed.

Night Filming

On Thursday 4th and Friday 5th March nigh time filming will be taking place on top of West Wycombe Hill in front of the Mausoleum

At times the hill  may either be in total darkness or there could be intermittent or very bright lights. The National Trust is totally aware of this and has given permission so there is no need for concern.

Latest news and updates from the Parish Council

At last Spring seems to be around the corner and we can all start working in our gardens and on our allotments.

As you know the Parish Council has developed one of the West Wycombe Estate fields into an area for 20 allotments and it was always our intention to keep one of them free for the pupils of West Wycombe School. We are delighted to announce that a parent has come forward and will be running a School Garden Club and will work one of the smaller allotments with the children. Over the next few weeks we will be creating a hard standing to safely park cars on the allotment site rather than tenants having to park on the road. We have received partial funding for this from Bucks County Council’s Priority Community Budget as we were able to show a case for supporting our local school, encouraging children and adults to grow their own food and to meet the growing demand for allotments which provide healthy exercise for all ages. We hope all our allotment holders have a successful growing season – we plan to hold an official opening in the early summer when everything will be growing and will show the development of the site from its creation last year.

Our next major project is to develop a play area on The Pedestal Playing Field. We have spent the last few months getting up to date on the maintenance of the area by cutting the hedges, tidying up trees and replacing fencing and creating a buffer zone to enter and exit the site. We hope to have some play equipment installed by the School Summer Holidays; we would however like to encourage the community to contribute to this project as a good play area can cost at least £26,000. With that figure in mind we are hoping to organise a Community Fund Raising Fete on Saturday 11th September on the Pedestal Playing Field. If you as an individual or the group you and/or your children/grandchildren are involved with would like to join in by helping to organise/participate in such a day/afternoon or any other fund raising activity, please could you contact the Clerk or any of our Councillors either through email or via the website - we would love to hear from you. We have over 1000 adults registered in our parish and it should be achievable.  Hithercroft Football Club has agreed to run a football game and Thames Valley Police hope to be able to help us with the loan of equipment and personnel (they have joined in football games in adjoining parishes!)

With all the bad weather our roads have developed potholes – please report these on 0845 230 2882 Transport for Bucks or on the Bucks County Council website.

We are aware that many people are concerned about the appearance of a Car Sales business opposite Chapel Lane. Please be assured that the Parish Council has taken all the necessary steps to have this investigated as we are concerned about the change in appearance of the area, highways safety and also the breach of planning conditions, however it would also be helpful if anyone affected by this could also report it to Wycombe District Council’s Planning Enforcement section. There is an online form which can be used for this purpose.

The Clerk works part time for the Parish Council, but is always happy to receive emails and please feel free to leave messages on the answering machine.

Self Directed Support

The Government has introduced a new system for social care called Self Directed Support.

The aim of this new system is for Bucks County Council to let the individual person know how much money is available to spend on the care and support they need and for the person who needs that support to decide, if they want to, how their needs can best be met.

Security Upgrade

Age UK formerly known as Help The Aged

Age UK formally known as Help the Aged are offering to upgrade security on
residents properties who met the criteria of over 60 and have less than £20,000 in personal savings.

The Security upgrades include:
Full security check, Mortice Locks, Door Chains, Window Locks, Door Viewers etc.

Full Bogus Caller advice is also given to the resident on attendance.

10 year smoke alarms and 5 year Carbon monoxide alarms can be fitted in
the premises if required

And finally minor repairs and D I Y tasks can be completed (if the fitter
can do it they will).

Parish Council Newsletter

The latest copy is now available

As I sit here looking out at the snow it looks really pretty but for those vulnerable people in our community it is going to cause them all sorts of problems. We hope that immediate neighbours have looked after each other and helped where possible. Bucks County Council and all the gritting and snow plough teams have done a very good job of keeping the main A roads open and keeping the grit bins filled. As a Parish Council we have had grit bins installed on the most difficult roads, with the newest one by the school installed just in time before Christmas, but our best efforts have been somewhat thwarted by people from outside the parish turning up with their vans and literally emptying the grit bins, possibly for commercial gain judging by the amount of salt they have been taking.

At the time of writing we are waiting for a delivery before we can refill the grit bin at the Garden Centre but hopefully life will return to normal as soon as possible.- we would like to thank John Hardwick of Chorley Road who has given of his own time and collected supplies of salt and delivered it to the Garden Centre.

The bad weather will have caused a large number of potholes and it would be very helpful if the pubic could report them on the Bucks CC telephone number 0845 230 2882 or on tfb@buckscc.gov.uk

Let’s hope that by the time you read this we are starting to see the signs of spring with snowdrops coming out and other spring flowers in bud and then the snow can be forgotten for another year. Hopefully it will be many years before we see the same amount of snow on the ground for such a long time which makes it hard for all local authorities, including us, to decide if we should develop contingency plans or consider purchasing equipment which would help solve a short term problem. With the whole country in debt and local authorities at the end of their financial year it could take a while before the road network will be back to the standard we all expect so please drive carefully and avoid and report those potholes.
