January 2010 News from the Parish Council

A Happy and Healthy New Year to everyone.

At the December Parish Council meeting we set our precept at £30,000 – this means that the cost of the Parish Council to everyone in the Parish will be slightly lower than this year as the amount will be divided between more properties.

The allotments are all occupied and a visit to the site shows great progress – congratulations to everyone who took this new hobby on. We are waiting to have fencing erected on the front boundary of the Pedestal Playing Field and once this has been done the next project will be to consider equipment and a hard standing area within the field Hithercroft Football Club have totally agreed to our request not to park on the pavements during matches and they are nearly always parked inside the field, with the occasional car on the far side verge. We are very grateful for this responsible attitude as it makes using the pavement much easier and safer for our residents.

Bucks County Council will be installing extra bollards on the junction by Chorley Road to act as a better reminder to drivers that there is a bend that needs negotiating. It will not solve all the problems for Ness Cottage but will help.

The next Parish Council meeting will take place on Thursday 14th January 2010 at 8pm in The Church Room.

 

 

Consultation on Gypsy and Traveller Sites

Wycombe District Council is giving local residents and stakeholders the chance to have their say on new sites for Gypsies and Travellers, during a public consultation that started this week.

Working with planning consultants Baker Associates, the Council has identified a number of possible locations across Wycombe District for Gypsy and Traveller sites and has developed an interim policy statement (IPS) to provide a framework to meet shorter-term needs. During the consultation, which closes at noon on Friday
29 January 2010, we want to hear your views on this shortlist of sites.

This study needs to be done to comply with government policy which requires local authorities to allocate sites for Gypsies and Travellers.

The consultation includes an online questionnaire which can be completed by all residents and stakeholders – and is available to view and complete on our Gypsy and Traveller services web page. The IPS and copies of the questionnaire are also available from the Council’s offices in High Wycombe, Marlow and Princes Risborough.

High Wycombe Crime Prevention and Reduction Advisor.

Householders across the country have reported receiving unsolicited telephone calls telling them the callers are from the water company / television licensing / local authority or other 'official' organisation.

In all incidents the caller tells the householder they have been overcharged for services and they require a refund. To do this, the
householder is asked for their banking details.

Do not give personal details including banking details to anyone either in the street, on the doorstep, over the telephone or on the internet as these details can be used to steal your identity.

To ensure your name only appears on the full register you must opt out of appearing on the edited register. To do this you should enter a 'tick' in the 'edited register'

December News from your Parish Council

We would like to wish everyone a Peaceful and Merry Christmas and a Happy New Year and to thank Sir Edward and Lady Lucinda Dashwood for kindly donating the two Christmas trees. Also a big thank you to Mr Dave Swallow, The National Trust Team and Mr John Hardwick for all their hard work cutting, erecting and lighting the trees.

At the November Parish Council meeting we looked at budgets and expenditure prior to setting our precept in December. Our initial discussions would indicate that we will not increase the Precept and try to keep it at the same level as the current year. We do want to develop the Pedestal Playing Field but equipment will be installed in stages and we will be encouraging the community to carry out some fund raising

We have had favourable and helpful discussions with WDC Planning Department, BCC Highways and The National Trust in trying to find a solution to protect Ness Cottage from further damage caused by irresponsible drivers.

We would like to remind everyone who walks the land in the parish that there are plenty of official footpaths with gates, stiles or simple field openings – please use them – we have been advised that some dog walkers are making breaks in hedges to access fields – please have more consideration for the farmers and landowners and use the official routes.

At the November meeting we had a representative from West Wycombe School come to talk to us about the School’s Travel Plan. Recently there have been a large number of complaints about the appalling parking by some parents with absolutely no regard for the safety of children or for the residents of the village who regularly have their garages blocked and also use the Child Bereavement Trust Car Park. It is always the minority who spoil it for the majority. The Head Teacher is continually asking parents to be more considerate but it seems to fall on deaf ears. The Parish Council will do anything they can to support the School Travel Plan Team in ensuring the safety of the pupils and encouraging better behaviour by drivers whether parents or those speeding through our community.

October News from your Parish Council

The Parish Council has to start thinking about budgets and expenditure prior to setting our precept in December/January. The precept is the amount of the money we ask Wycombe District Council to provide and we all pay for through our Council Tax bill. We would welcome any suggestions you may have for improving our parish community. Our next meeting will on Thursday  12th November where discussions on projects will take place. If you are not able to come along you can always send an email to the Clerk.

A reminder to everyone with hedges next to footways – please make sure they are cut back to your boundary to make it safer for pedestrians to walk along the pavement.

All our allotments are now taken and with the concerns over the loss of our bee population we wondered if there was anyone out there who has hives and would like to place them on our allotment land. Please contact the Clerk if you think that you can help.

We are currently working with Bucks County Council and Wycombe District Council to discuss solutions to the issue of cars ploughing into Ness Cottage on a regular basis. We do accept that most of the drivers who have had accidents at that site have either been drunk and/or driving at ridiculously fast speeds and to some extent whatever we do will not stop these people driving irresponsibly, we may however be able to come up with ideas to protect the cottage and it’s residents.

The Christmas trees will be erected on Monday 16th November but will not be lit up until nearer Christmas. Cllr Roger Seymour and Mr John Hardwick as well as West Wycombe Estate and The National Trust all get very busy before Christmas and it is easier to cut down the trees and put them up in November. They will be lit for this year’s Festive Fair which will be on the first Wednesday in December.

By the time you read this The Pedestal Playing Field will have had the hedges cut, repairs to the front fence and some of the trees tidied up. We will start looking at the play equipment and bye laws in the New Year.

September News from your Parish Council

We hope everyone has had a reasonable summer, holidays in England will not have been and warm and sunny as predicted but a break away from the usual routine should have refreshed and revived!

For many years the Parish Council has sponsored the School Crossing Patrol by the Garden Centre as it did not originally meet the criteria for a Bucks County Council crossing. Just before the Summer Break the site was visited and re-classified they now agree that the volume of children crossing and the traffic on the road mean that it should be paid for by Bucks County Council. If the need ever arose again the Parish Council would take the same stance – the safety of everyone in our community is very important and if the Parish Council can do anything to improve safety then we will always do our best.

With safety in mind, please could everyone check their hedges and boundary? If you have a hedge which borders onto a pavement or footpath, please can you ensure it is cut back to your boundary.  With the heavy rain we have had this summer, all plant growth has been excessive. Pedestrians need clear footways without shrubs/tree branches etc hitting them in the face. With cars parked on some pavements it is even more important that hedges are cut back to provide enough width (1.2m) for people to use the pavement safely.

The allotments are now up and running. The hedges have been cut, the land ploughed and the final piece of fencing is soon to be erected. All our tenants can now start planning for the future.

The Pedestal Playing Field is now being cut regularly and Hithercroft Football Club have started their season. We will be tidying up the hedges and trees and carrying out repairs to the fence facing the Bradenham Road.

The Parish Council will be re-applying for Quality Status during the Autumn as our current status has to be renewed by November.

The next Parish Council meeting will take place on 10th September at 8pm in The Church Room.

The Office of Fair Trading has published a report about mass marketing scams and phishing which, according to the report, claims some 3.2 million adults who collectively lose £3.5 billion pounds every year.

What's interesting to note is that it's not just internet novices that get caught but also experienced surfers.

Summer News from your Parish Council

We hope that you found the Annual Report enclosed in the June issue of Contact informative and even, dare I say, interesting. It shows everyone what your 7 Parish Councillors do for the community and how your money is spent. It was good to see some of our residents at the Annual Parish Meeting – thank you for spending your time with us.

We have started the process of preparing the land for the new allotments along Chorley Road and over the next few months the new tenants will be able to start cultivating the land.

We have also been working on the Pedestal Playing Field – a fence has been erected between the agricultural field and the play area and the grass has been cut. We have also had a tree survey produced as we need to be able to manage the trees and hedges to ensure that they are safe and are properly maintained. Our next stage will be to tidy up the boundary of the field and to get the hedges cut although this part of the work cannot take place until late September. We have received correspondence from some residents concerned that the area will attract unwanted anti –social behaviour. We went through a bad patch several years ago but it has been quiet since then and anyone can access the field at any time so we hope that their fears are unfounded. If anything does happen the Parish Council, who have been working very closely with Thames Valley Police through the Police Neighbourhood Action Group (NAG) will deal with it very swiftly. If anyone would like to join the NAG please contact the Clerk who will be able to tell you when the next meeting is. We cover the priority issues raised in surveys of our Parish the meetings are about every 6 weeks and last for a maximum of 2 hours, but are often shorter. Our NAG covers West Wycombe, Piddington, Wheeler End, Lane End, Radnage and Stokenchurch.

May News from your Parish Council

The lease for the Pedestal playing Field has been signed and we now start work on the area to make it secure by repairing the fences and replacing gates and stiles. We will then need to start working on the grass and hedges. Watch this space to keep up to date with the progress we are making.

The land for allotments along Chorley Road has been cleared, and although we had not budgeted for this project within this financial year we will undertake some fencing and have created the Rules and Regulations and Tenancy Agreements. Prospective tenants will be contacted and as many people as possible will be offered either a half or whole size plot.

Hopefully with better weather on the horizon, please think about your neighbours when burning your garden rubbish. No one wants to have their day off with good weather, spoilt by their neighbour having a bonfire which burns all day. Make a small bonfire which will burn off quickly and not smoke all day long.

Please join us for the Annual Parish Meeting which will take place on the 7th May in the Church Room at 8pm. If you would like to come along, air your views, find out what the Parish Council has achieved over the previous 12 months and find out what other organizations within the Parish our currently doing please put the date in your diary. It is not a Parish Council meeting it is a more social occasion than Parish Council meetings and we usually finish the evening with a glass of wine. We look forward to seeing you.

April News from your Parish Council

Spring is here and we can all look forward to the warmer weather and lighter evenings.

Our announcement that West Wycombe Estate and the Parish Council are going to re-create allotments within our Parish created a great deal of interest and 14 residents put their names on the list. By the time you read this the land will have been cleared and we will be marking up the plots and will have created a set of Rules and Regulations. If you put your name on the list please be patient – everything has happened very quickly from our initial discussions and we did not financially plan to have them available for this year. We will make sure that everyone is working on the land as soon as possible.

The lease for the Pedestal Playing Field is now being drawn up and the first thing the Parish Council will do is obtain prices for having a fence erected between the playing field and the crop field and ensure that the Dog Fouling Regulations are applied then we will have all the trees inspected and have the hedges tidied. We will then start the process of applying for grants for play equipment.
 
The Parish Council has been involved in discussions with Bucks County Council and Huw Meyrick of The Apple Orchard on the subject of parking within the Parish. If there are no spaces in the High Street available for parking please park beyond the cottages towards the Pedestal. There are absolutely no parking restrictions on the road and parked vehicles will act as a deterrent for speeding vehicles entering the village. You will have noticed that we had a flashing sign erected for a short time on one of the lighting columns, this flashed at any driver going over 35mph reminding them it was a 30mph speed limit and from 7.30am until at least 8.30am it flashed at nearly ever vehicle that entered the village. Thames Valley Police did use the speed gun one lunch time and issued warnings to several drivers and they will be coming back so we have all been warned. We have also had the yellow zigzag lines near the school entrances repainted and the police will be enforcing these road markings.

March News from your Parish Council

Even as I write this looking out at the snow, we look forward to Spring. With this in mind the Parish Council has had discussions with Sir Edward about re-creating allotments for our Parish. In the past there was a field along the Chorley Road which was used for allotments which gradually became unused. However there is a resurgence of interest and we have the names of several residents who would be keen to use their gardening skills on an allotment. There is also another piece of land closer to the village on the way up to the top of West Wycombe Hill where there is one allotment which would need some work to be active again and a further two which would need to be reclaimed from nature. If you would like to be considered for an allotment, which we hope we could get operational by April this year, then please contact either the undersigned or Roger Seymour (78 Chorley Road or 01494 439081). Sir Edward has undertaken to have the ground rough cleared on the Chorley Road site and the Parish Council will manage them. Our plan would be to eventually have the fence repaired and create an area where allotment holders will be able to park their cars whilst on site.

We hope to sign the lease for The Pedestal Playing Field in March and we will then spend the first year repairing fences, sorting out hedges and keeping the grass cut. We would then like to encourage local people to organize fund raising events for play equipment. To create a very basic play area will cost £20,000. We will be applying for grants and the Parish Council will contribute to the cost, however there is no guarantee that we would get grant funding and to have a better play area will cost around £40,000. This therefore has to be a longer term project which we would hope to add to by community fund raising and via the Parish Council Precept. We will be sharing the land with Hithercroft Football Club for the next two years and possibly longer, but there is room for a play area as well as the football pitch.

The Parish Council has been involved in discussions with other members of the community and landowners to discuss the issue of parking in the High Street. The purpose of the meeting was clarify what parking was available for residents, traders, businesses and visitors. There is no freely available extra land in the Parish, particularly in the High Street area. The Parish Council has investigated creating a lay by on highways land as you enter the village but this would cost £30,000 to create six spaces. Everyone will encourage more people to park on the road between The Pedestal and the beginning of the cottages as there are no restrictions and this would also have the effect of slowing traffic as they approach the zebra crossing. The Parish Council is also talking to Bucks County Council about Traffic Regulation Orders.

Thames Valley Police Neighbourhood Action Group will be launching a competition for local schools to create posters to deter motorists from speeding through our parish. If your child is involved in this competition please encourage them to participate and use it as discussion point for road safety. The results of the competition will be announced and winners awarded their prizes in the last week of March.

 

 

 

February News from your Parish Council

As we move into 2009 we wanted to take the opportunity to look back at what we’ve achieved in 2008 and look forward to 2009 and beyond.

During 2008 we focused on small projects around the Parish rather than the bigger schemes of the previous years such as the lighting projects. So we dealt with a lot of maintenance issues like the problem of flooding outside the Swan, dangerous parking on West Wycombe Road, grasscutting and weedkilling where needed and planting the bulbs to improve the look of the entrance to the village. We’ve also been heavily involved in local plans to give communities more say about their local area.

For 2009 we have decided not to undertake any major projects because we wanted to be able to reduce the amount of Council Tax that the Parish Council charges local residents during the current financial downturn. However, we are still looking to the future and one of our aspirations for the future is to create a childrens’ play area within the Parish, which we will be investigating during this year. This is a really exciting opportunity for the whole community to work together to really make a difference.

Although we have some plans for the future, what we really want is to hear from the community and find out way you, the tax payers, want from your local area. We are always willing to listen to ideas no matter how big or small, sane or crazy they seem. The Parish Council meets every month in the Church Room and there is a part of the meeting specifically dedicated to public questions and suggestions. We would welcome more people coming along and finding out what we do for our community and taking the opportunity to get involved. The dates of this year’s meetings are shown below.

One of the topics that we are currently discussing is that of the parking in the village. The committee that runs the Village Hall have suffered greatly in recent years with the effect that illegal parking has had on their ability to hire out the hall and have now decided to start clamping – as a commercial organisation with a privately owned carpark they have a duty to protect their business. This has again raised the issue of parking in the village. Because there is no publicly owned land in the vicinity we have struggled to think of a solution so we’re looking for any ideas as to how we could create some extra parking spaces at an acceptable distance from people’s homes. If you can think of anything, please do get in touch with us.

 

 

December News from your Parish Council

A Happy Christmas and a Peaceful 2009 to everyone in our Parish from your Parish Council.

As I write this we are all wondering how the economy is going to affect all of us in 2009. The Parish Council has made a conscious decision that we will not increase our precept for 2009/10 and may be able to reduce it. If we do this however, it will mean that some projects which had been planned will go ‘on hold’ for twelve months.

We have more homes in our Parish than last year and this means that there are a few more residents paying Council Tax and this may allow us more scope. We will be planning our budget at the December meeting and if you would like to listen to the discussion and hear everyone’s ideas, please come along. We do celebrate Christmas after our meeting with mince pies and festive cheer.

We would like to thank to Sir Edward and Lady Dashwood for kindly donating the Christmas trees for the parish and to John and Hilary Hardwick, Roger Seymour and Neil Harris and his team from The National Trust for all their hard work in erecting the trees and making the lights work.

Our Parish has been a guinea pig for Wycombe District Council – we have produced a plan in case we should ever have a major emergency in our community and on 24th November we put this to the test as a paper exercise at the Council Offices. In the New Year as part of this project we will be issuing information for every household in the Parish to ensure that should any of us ever need to evacuate our homes we would know what papers and practical items we would need to take with us.

November News from your Parish Council

As a Parish Council this has been the quietest time for us for many years. Obviously Government has had other things on its mind and left us alone for a whil

We have attended meetings on Planning, Local Community Partnerships and the Thames Valley Police NAG. We are looking at ways of working more efficiently in order to keep our Precept request to Wycombe District Council to a minimum. We are aware that everyone will be watching their finances more closely than ever over the coming year. If you have any projects that you feel we should be looking at then please let the Clerk know. We start the budget process at our November meeting and submit our request by early January. You will be pleased to know that we have our small financial reserves in the Bank of Ireland so they are safe!

We have booked a portable Speed Indicator Device and this will appear for a total of 8 weeks over the next year along our Parish roads.

With autumn upon us please look at your hedges if they front pavements and cut back to your boundary line this will make life easier for all our residents when walking their children to school and for everyone walking in and out of the village.

House Painting in the High Street


Nick Phillips, Property Manager for the National Trust continues, we could use a mobile lifting platform to reach the first floor of the cottages or we could use scaffold. The lifting platform takes up to four times as long, but is clear every evening. Both will require some traffic reducing measures such as traffic lights. This will cause a tail back. I can not see any way around this. The issue of working close to the busy road will always be there but we must get this work done. I am happy to receive any alternative suggestions.

Why start a painting project in October?
Chiefly because the summer was so dreadful and I do not want to wait for next year the weather could be just as bad as this year. The contractors will not work in conditions that adverley affect the finish.

Our annual walk will start at 1-30pm at West Wycombe Village Hall on the 1st of January 2008
We will walk for approximately one and a half hours then make our way back to the Village Hall for tea and home made cakes.

The West Wycombe Festive Fayre late night shopping event will take place on Wednesday 28th November from 5 – 9pm.
This year all the shops in the village will have late night opening for Christmas Shopping on Wednesday 5th December, Thursday 13th December and Friday 21st December.

New Mobile Library arrives in West Wycombe

Mobile Library

The new mobile library is now on our route. This is a much bigger vehicle with a very light and airy feel about, it is fully equipped with satellite connections and has an increased stock of books. It visits the Garden Centre Car Park every Wednesday from 2 - 5pm and alternate Saturdays from 10am - 1.00pm. The dates for the Saturdays are as follows:
4th and 18th August, 1st, 15th and 29th September, 13th and 27th October, 10th and 24th November and 8th and 22nd December.

West Wycombe Park could not open its gates to our members or the general public without the full support of our volunteer team who work in the Information and Ticket Office, provide tours on weekdays as Guides, and who look after the rooms on Sundays as Stewards.

We are very short of volunteers in all areas so if you have any Sunday or weekday afternoons to spare during June, July and August when the House is open why not join us and enjoy the sumptuous home of the Dashwoods ? Volunteers receive a Volunteer card which entitles them to free entry to all NT properties and a discount in their tea rooms; we have
pre-season drinks with Sir Edward and Lady Dashwood and a ‘Works Outing’ to a place of interest once a year. We are a very happy band – and everyone on the team will make you very welcome.

Le Tour du Blaireau - 12th to 17th June 2007

Local resident Graham Wood will be taking part in the challenging Le Tour du Blaireau in France in aid of the vital work of the charity Medical Action Research, whose vision is "To create a future without disease and disability".

The route is from Lake Annecy to Lake Geneva, covering 400 kilometres and including "10 legendary climbs from Le Tour de France", with an ascent of 5,180 metres.

This is an exciting challenge for Graham, particularly as, apart from 3 visits to Center Pars, he has not cycled for over 10 years until recently; now he has a racing bike as well as the proper gear, which he has been modelling around the local hilly countryside in recent weeks.

News from your Parish Council

Please note that our copy which appeared in last month’s issue of Contact had a printing error. We would like to re state that traditionally Parish Councils are non – political and this is how West Wycombe Parish Council works.

Due to the elections, when we will not exist as a Parish Council from the last day in April until May 4th, we will have to change the date of our Annual Parish meeting. This is the more social meeting in the year when we and other groups in the community, have the opportunity to let everyone know what has been happening and where members of the public can ask questions and make suggestions, we always end this evening with light refreshments. This year we will be holding the Annual Parish Meeting on Thursday 12th April – we will start at 7pm with the April Parish Council meeting and then start the more social event at about 8pm,
please do come along as we will also be celebrating that fact that West Wycombe Parish Council as we know it will be exactly 20 years this May.

It was agreed at our March meeting that we will undertake to have the footway from the Piddington Parish Boundary into West Wycombe cleared. The first section from Ham Farm has been cleared by Piddington & Wheeler End Parish Council and we will continue their good work. The first section has been widened by nearly 18 inches in some places and if this can happen along its complete route it will make it safer for everyone to use especially those families who use it to walk to school.

On May 3rd this year there will be Local Government elections for Parish Council and the District Council. These are held every 4 years.
Parish Councils are civil, not ecclesiastical, legally constituted bodies, originally created in 1894. Our powers and duties are given to us through the various Local Government Acts. Traditionally they are not political and work for the benefit of the community they represent.
West Wycombe Parish Council has always worked in a non political way, looking after local issues and working with both Wycombe District Council (WDC) and Bucks County Council (BCC).

We have 7 Parish Councillors; one has represented the Parish for 20 years, 3 for over 10 years and 3 for shorter periods of time. We have not had any elections in recent years as only the required or a lesser number of people have stood, however we have always allowed for elections in our finances. If insufficient people stand then we advertise the vacancy and select and co-opt a Councillor from the people who have applied.

Currently we have at least one Councillor in each of the major roads in the Parish and they represent a wide age range – from mother of primary school children to senior citizen. The Parish Council meets on a monthly basis and all Parish Councillors work entirely voluntarily. We do have to attend extra meetings at County and District level as well as training sessions e.g. for the past 4 years we have attended Rider on Call meetings to initially provide input for the proposed service to ensure it met the needs of our community then to promote it and report any problems and more recently to work with BCC to develop a replacement service that will still meet our resident’s needs and currently we are attending meetings to produce the document which will affect planning in this area in the future.

Sometimes it can take a very long time ‘to make a difference’ – 2 years for the pelican crossing for which we contributed £20,000 towards the overall cost; 12 years for creating and saving up for our own Burial Ground; 5 years for the new lights in the High Street, jointly paid for by BCC, WDC and ourselves and as little as a year for the footway from the School to the High Street and the new lights in Chorley Road and Bradenham Road.

We have an excellent working relationship with BCC and WDC and through all the projects undertaken, the training courses attended and exams taken we were awarded Quality Status in 2005 – one of only 2 Parish Councils to achieve this in Wycombe District. In the longer term this means that we will be given more opportunities to influence those things which affect the community as a whole.

Our Parish runs from the white line in the middle of Chapel Lane, to the end of the houses along the Bradenham Road, to Bottom Lane at the end of Chorley Road and to Myze Farm on the Oxford Road.

If you feel you would like to contribute to your community and be consulted in what the upper levels of government plan for us, then consider standing for election. Come along to a Parish Council meeting, see what happens and ask questions. The Clerk will have some sets of nomination papers after the 8th March, the election will be officially announced on 26th March and candidates have to return their nomination papers to the Electoral Services manager at WDC before noon on April 4th. Snow

On February 8th we woke up to snow, not something we get a lot of nestled in the Chiltern Valley. Schools, colleges, libraries were all closed, buses stopped running and the sensible amongst us stayed at home!

January 2007

This is the welcome sight of the brook flowing in Lang Meadow (the field behind the "Plant and Harvest" Garden Centre).

The brook has been dry for almost three years but has gradually filled over the last 10 days. The lake and streams in West Wycombe Park are also full of water for the first time in two years.

 

 

Parish Council
The Parish Council had a large number of compliments from far and wide on our Christmas trees, in fact three people asked where we had purchased the lights as they wanted to do the same. There seemed to be two camps on the blue lights – you either loved them or hated them, but the majority came down in favour of them. It was nice to be able to see them even in daylight. A big thank you has to be said to John and Hilary Hardwick, who along with Vicki Smith and I, were soaked to the skin when we put the lights on the trees, and believe it not we were soaked again when we took them down. We would like to thank Nick Phillips, Neil Harris and another six strong men from The National Trust who also spent a wet afternoon working extremely hard to put the Christmas trees up – they were such lovely specimens- the trees!- that it needed extra manpower to do the job safely.

All the new street lighting is now complete – at last – and the finished effect is quite magical. The Parish Council would like to thank everyone in the High Street for their patience and tolerance through the installation stage – it was frustrating to say the least. We have also had ‘thank yous’ from residents of Bradenham Road for their new street lights.

All the above works mean that this Parish now has every road safely lit and the major project for the coming year will be to resurface the car park and paths in the Burial Ground – after 6 years use the surface would have needed some re-dressing, but with warnings from the Health and Safety Executive that surfaces should be suitable to wheel coffins rather than have them carried, we have decided to use this opportunity to create a smoother surface for walking/wheeling. We are also putting money aside to have the gullies cleaned out an extra two or three times a year and for channels to be dug for water to flow into adjoining fields. Our rain seems to have changed in character and flooding seems to be an almost monthly recurrence. We live in a valley and we know we are more vulnerable than some other areas but we need to do something to help ourselves. If you have a drain grid outside your house, please occasionally look at it and if it is covered with debris, please clear if off. I often do this on the stretch into the village from the Pedestal it does mean that water can flow down into the drains rather than building up. If anyone would like to volunteer to do a litter pick we have the tools and safety jackets to do the job properly and safely. Please contact the undersigned to use the equipment.

The Precept (the amount of money requested through the Council Tax for Parish activities) has been kept at the same figure as last year i.e. £32,000. This means that if you are in Band D house you will pay £65.09 per annum towards all the work the Parish Council carries out e.g. pelican and zebra crossings, street lighting, salt bins, burial ground, pavement from the school and one of the school crossing patrols, we also support local organisations such as West Wycombe Community Association for work to the Village Hall, The Church Room for major repairs to the roof, West Wycombe Brass Band for new music and many other things.

We have received several complaints about dog waste on the pavement in the High Street. We know that a smallish dog/dogs are responsible for this. As we have a good and active School Travel Plan team we have many Mums with pushchairs, toddlers and children all walking along this stretch of pavement – please clear up after your dog – it is not pleasant for pushchairs to have to be cleaned and for children to tread the mess into the school or the Village Hall.

Jane Temple Presentation

The Parish Council Meeting ended with the presentation of a Stuart Crysal Vase to Jane Temple as a thank you for the 19 years excellent service she has given to the people of this Parish whilst running our Library. Jane was excellent at knowing her regular customer's taste in reading material and was always able to suggest other authors who we might like.

She fought twice to ensure that West Wycombe's Library was not closed and she will be sadly missed. She will now be working at Hazlemere Library.

Dr Faith Spicer also made a presentation of a collection and signed card made by local people visiting West Wycombe Village Post Office and Stores.

 

Neighbourhood Watch
In a new venture to help expand and enhance the Neighbourhood Watch movement in and around High Wycombe, members of Wycombe District Neighbourhood Watch Association (WDNHWA) will be making themselves available for you to consult every Tuesday from mid-day to 2.00PM in the Reception area of the Wycombe District Council offices in Queen Victoria
Road, High Wycombe.

Two dates which the event will be NOT be held are 26th December and 2nd January.

So, if you, or any of your scheme's members, or anyone else you know would like to meet someone from WDNHWA, please go along to see them - appointments are not needed. If you are uncertain of the location within the Council's offices, please ask at the Reception desk.

The Chairman and Parish Clerk, Vicki and Sharon assisted by Hilary and John Hardwick and Graham Rockell battling with the elements on Saturday the 25th of November, installing the new white LED lights on the Christmas Tree.

A second tree, with blue LED lights, is located in the Village Hall car park.

Parish Council Annual Report
You may remember that a copy of the Parish Council’s Annual Report was issued in the July Contact. We submitted this report into a competition run by the Bucks Association of Local Councils and were recently told that we had won the first prize of £200. This will offset the cost of producing the report.

Hedge Cutting
Autumn is the traditional time for hedge cutting – if you have a hedge or plants bordering pavements please check to see whether they are restricting pedestrians using the pavement or making it unsafe for them to use. Please also note that if cars are being parked on the pavement pedestrians have to walk closer to your boundary making it even more important for hedges to be trimmed back to your boundary.

Burglaries
There has been a spate of burglaries and break-ins in this Parish. We all know that the police are very thin on the ground at the moment but please, please report anything and everything that happens. We can only get a greater police presence if ‘statistics’ show an increase in crime. If isn’t reported then the statistics are not showing the full picture. Sgt Jamie Smith who is based at Marlow Police Station will be attending our meeting on November 9th, please come along and ask questions and raise any issues and concerns you may have. This may also be the time for roads and groups of householders to consider setting up a Neighbourhood Watch – co-ordinator is needed every 10 house; it is not a difficult task and can be very valuable.

Budget 2007/8
We will start looking at budgets for 2007/08 at the November meeting. If there are any particular issues/projects you would like to put forward for the Parish Council to consider, please either phone/email the Clerk with your suggestions.

New Street Lighting
The new lighting should be complete and working by the time you read this – the project has been delayed due to a shortage of Southern Electric jointers who keep being taken off our job and sent to work on the Multiplex project in Wycombe.

Speed Review
We have been advised that the second stage of the speed review in the parish is being delayed due to the County Council budget cuts. It should go out to public consultation by May 2007 with implementation in the following twelve months. As a Parish we are luckier than some as at least some of the review has already been put in place.

Rain
All the rain we seem to be getting is too heavy and is not helping ground water levels as it runs straight off the ground and does not sink into the ground; it is filling reservoirs but is not helping the true water levels. We have been told that people have and continue to cut back on their usage and hopefully we will not have any more restrictions. Because of the heavy rain the drains and gullies are having difficulty coping – if you have a drain/gully outside your property it would be very helpful if you could clear away the debris washed down after a cloud burst. Often the flooding is caused because the water cannot flow quickly enough down the drains. Free Bus Service
From Monday September 4th you can travel across the town centre FREE. Hop onto one of the distinctive green Park & RIde Buses. They run every fifteen minutes.

There will be no charge for travel between bus stops on Queen Alexandra Road, Queen Victoria Road, Crendon Street, Castle Street, Oxford Street and the new Bus Station.

This trial is being run by the District Council and the County Council. During the current construction of Eden some disruption is inevitable. The new bus station is a massive improvement on the old but while the construction continues is not that easy to get to. We hope this new FREE initiative will help you get across the town centre during this time of transition.

 

Handy Cross Road Closures
We have been advised by the contractors doing the work of the latest schedule to complete the resurfacing of the carriageway at Handy Cross and its approaches. Needless to say, avoid Handy Cross at these times if possible.

High Street Lighting
Southern Electricity have started to make the electrical connections for the new lights in the High Street and along Bradenham road and they should be functioning soon. These are our final lighting projects and we now have a parish which is safely and sympathetically lit.

New School Footway
We hope the new footway leading to the school will make life easier and safer for parents and children, however this will only be the case if parents park in the Garden Centre Car Park and stop manoeuvring in Church Lane and into the private areas of land below the school. The Parish Council regularly receive complaints from residents trying to access their homes and garages where school mums park their cars on private land. If drivers do not start behaving more reasonably and less selfishly, we too may consider a name and shame approach. West Wycombe School is one of the luckiest in the area for having somewhere to park and it should be used.

Problems in Cookshall Lane
We have received representation from residents of Cookshall Lane asking if there is anything the Parish Council can do to help with anti social behaviour from a group of youths who gather near The Pedestal Garage. The Police are involved and the Parish Council will work with them to try and improve the situation and The Pedestal Garage plan to make changes which may also help the situation. We do not want to go down the Anti Social Behaviour Order route, but if that is what it takes to teach people to behave with courtesy and manners towards other members of the community, we will not hesitate to support that more serious route. Youngsters for time immemorial have always gathered together and been noisy, that is part of growing up, but their current activities – urinating in people’s gardens, throwing beer bottles at houses, leaving piles of rubbish everywhere – are not necessary. They would not like it if other people behaved in the same way at their homes.

Operational Changes At High Heavens
The Parish Council has been advised by Bucks County Council that from September 4th a new way of operating High Heavens and other Household Waste Sites will come into force. The barriers will be lifted at the weekends, which will allow all vehicles to gain entry at any time. Access on foot will no longer be allowed. However, residents using commercial vehicles will have to apply for a permit for a months use, which would allow them to use the sites any day and householders who wish to dispose of DIY waste ( between 3 – 6 items per month) would also require a permit. DIY waste is things like baths, sinks, doors and kitchen/bathroom cabinets. These permits are free but must be applied for 3 days prior to their use. Annual Report
The Parish Council's Annual Report has been distributed to every house in the Parish by being delivered with the July/August issue of Contact. A big thank you to all the local distributors of Contact.

In the centre pages you will have seen photos of Cllr Mike Gerrard who died last June. On Friday 30th June, a Memorial Seat, sited by the Village Hall, was 'dedicated' by his wife Judith, sons Richard and William, granddaughter Alice and Vicki Smith as Chairman of the Parish Council.

An ex resident and National Trust carpenter, Joe Shingfield, made the seat in his home in Norfolk and it will now been carved with an inscription before being securely fixed.


New Lighting Update
As you travel along the High Street and Bradenham Road you will see new lighting columns. There are still some wall mounted lights to be fixed in the High Street, and as this needs scaffolding, the contractors,Jacobs Babtie have worked with The National Trust so that maintenance and repair work can be carried out at the same time. Once all this work is complete we
will then have to wait for Southern Electric to make the connections.

Rider On Call Update
We continue to attend meetings to try to secure the continued services of Rider on Call. In August we will have another meeting with Bucks County Council to try to ensure that we have a bus service for all our residents, but to particularly ensure that residents in both Bradenham Road and Chorley Road have a service which is both regular and reliable.

Please use the Rider on Call service. A timetable was stapled into the centre of the June issues of Contact. Use it or lose it!!

Uncover The History of your Local Common
On Sunday June 4th the Chilterns Conservation Board will be holding a workshop in the Village Hall. The event, which starts at 10am extends an invitation to you to attend the presentations from 10am to 12.30pm and/or drop in to chat to the experts from 1.30pm to 3pm. Learn more about locating and understanding historical information such as maps, photos and written records etc.

The event is free however to attend the morning presentation you do need to book your place in advance on 01844 355524, alternatively drop in during the afternoon with any artifacts appertaining to your local common. If you plan to stay all day it is recommended that you take a packed lunch.

Special Charge
We have been asked what the Special Charge element was which appeared on the Council Tax bills this year. The explanation is as follows: The Church Yard at St Lawrence was officially closed several years ago; once this happens, the law states that it is handed over to the civil authority to maintain. The Parish Council felt that with Health and Safety Legislation this would be too big a task for them to take on, it was therefore handed over to the Parks and Cemeteries Dept in Wycombe District Council for them to maintain. For several years we, the residents of the Parish, have not been charged for this work but from now on we will have to pay this annual charge and that is what the special expenses are. On the bill it looks as though it is the Parish Council but it has nothing to do with us. We maintain the Burial Ground behind St Paul’s Church.

Purple Refuse Sacks
Wycombe District Council has issued many residents in the parish with purple refuse bags. Apparently you cannot use up the black bags first; you had to start using the purple ones from May the 1st. The refuse collectors will not pick up black bags. If you have black bags left pass them on to someone who has a wheelie bin or use when you go to High Heavens.

High Street Lighting
We have some news on the High Street lighting. It is planned that work will start on June 5th and will take about three weeks. Please be patient, as at times the contractors may have to restrict parking in the High Street.

"Highways On Call"
For the last 18 months Bucks County Council have operated a ‘Highways on Call’ system which means that damage to signs, potholes, fallen trees and all sorts of other highways type problems can be reported. It is an excellent service and you whether you do it online or ring up you will get a reference number that allows you to chase the progress of the ‘job’. The telephone number is 0845 230 2882 or to report it online contact www.buckscc.gov.uk/hoc and fill in the online form. It is quite easy and you will be given a customer number that you can subsequently use and then log on to everything you have reported.

Annual Parish Meeting
The Parish Council would like to thank those members of the public who came to the Annual Parish Meeting on the 4th May. It was a very happy occasion if a bit wordy! But as a Parish we have been very busy over the previous 12 months and it was good to hear not only what the Parish Council has been doing but also the Community Association, the School, The National Trust and the West Wycombe Library Action Group.

Clerk of the Year Award comes to West Wycombe
At West Wycombe Parish Council's Annual Parish Meeting on May 4th 2006 our Parish Clerk, Mrs Sharon Henson was presented with The Buckinghamshire Clerk of the Year Award for 2005.

The presentation of a plaque, swan and an engraved pen set was made by Mr Des Knowles, Chairman of The Buckinghamshire Society of Local Council Clerks. Sharon shares the Award with Pitstone Parish Council's Clerk. West Wycombe Parish Council put Sharon forward for the award because she is an excellent clerk and is much valued by everyone she works with. She thoroughly deserves the award and we congratulate her on her success. Sharon has been Clerk at West Wycombe for eleven years and has been the Clerk for Hambleden Parish Council, who also nominated her, for eight years, currently Sharon is also acting as Clerk for Piddington & Wheeler End Parish Council during their reorganisation.
